Medicaid/Healthwave Eligibility Factsheet for
Children Under Age 19
I. GENERAL REQUIREMENTS
The child must be a Kansas resident. In addition, he or she must be a U.S. citizen or a qualifying alien.
II. AGE
The child must be under the age of 19.
III. SPECIFIC HEALTHWAVE REQUIREMENTS
For the HealthWave program, children must not already be covered by comprehensive and reasonably accessible health insurance. In addition, children of Kansas State employees who have access to the State group health insurance plan are also not eligible.

IV. RESOURCES
No resource test is applicable.
V. INCOME
The earned and unearned income of the child and his or her parents must be considered. This includes wages, unemployment benefits, Social Security (except SSI) and VA benefits, and child support in excess of $50/month.
Unearned income is counted in full. Earned income is reduced by a $200/month work expense deduction for each employed person.
VI. INCOME STANDARDS
The monthly countable income obtained above is compared to the appropriate standards listed below, which are based on family size. Family size is determined by including the child(ren), parents and any other legally responsible person for a family member. Financial eligibility is based on a single family determination.
For Medicaid, the income standard for infants under age 1 is based on 150% of the federal poverty level, 133% of the federal poverty level for children ages 1 to 6, and 100% of the federal poverty level for children ages 6 and older. Children of any age not meeting the financial criteria of Medicaid can then be determined eligible for HealthWave based on 200% of the federal poverty level.
If income is below the appropriate standard, the child(ren) would qualify for Medicaid.
